Custom Copilot agent published via Agents SDK does not appear in Outlook Copilot panel

I have built a Copilot agent using the Microsoft Agents SDK and published it using a manifest through the Microsoft 365 Admin Center (Integrated Apps).

The agent is successfully deployed and appears in the Copilot panel for:

Microsoft Teams

Word

Excel

PowerPoint

However, the same agent does not appear in the Copilot panel in Outlook.

In Outlook, I can see other agents (for example Jira) listed under “All available agents”, which makes it unclear whether this is a configuration issue or a platform limitation.

My questions are:

1. Is there any additional manifest capability, configuration, or admin setting required to enable a custom agent for Outlook Copilot?
2. How are other agents like Jira showing up on outlook Copilot panel
3. Is there a roadmap or preview planned for supporting custom Copilot agents in Outlook?

Any clarification on the current support status and expected timeline would be helpful.
