In this example it appears that the production and trail web apps are in the same region yet the QA indicates that it does not support more than one web app in the same region. Is there an example available?.

it looks like you're trying to clarify the use of Azure Traffic Manager with multiple web apps in the same region.

It seems there was some confusion regarding the statement in the FAQ. We have provided a explanation below.

The issue is that the webapps are on the same exact app service physical server, which isn't allowed. As such, you cannot use two webapps in the same region in the same profile.

so, you can add as External endpoints, and you HAVE to use a custom domain on the webapp.
