Cannot connect appservice to VPN S2S

Azure App Service cannot directly attach to a VPN. It connects via Azure VNet Integration, and that VNet must already be connected to your on-prem network using S2S VPN. Also, Free and Shared plans do not support VNet Integration.

Also ensure that any outbound IP addresses used by your App Service are allowed in your Network Security Groups (NSGs) if applicable. You can find the outbound IP addresses here.

If you have already checked the above and it is still not working, could you please help clarify the following so we can further troubleshoot:

• What exact error message do you receive when connecting the App Service to the VPN?
• Does the VPN work correctly for other services, or is the issue limited to the App Service?

It seems you're having issues connecting your Azure App Service to a Site-to-Site VPN, even though it works with your VM. Keep in mind that Azure App Service can't connect directly to a VPN it uses Azure Virtual Network (VNet) Integration, which should link to your on-premises network through the Site-to-Site VPN.

Consider these steps:

Check that your App Service is configured for VNet Integration. This feature requires a Premium plan or higher.

Confirm that your App Service's outbound IPs are permitted in your Network Security Groups (NSGs) if they're in use.

Since your VM connects successfully, verify that the App Service's VNet is routing traffic properly and can reach destinations over the VPN.
