Why does Windows 11 keep updating after I pause updates

Why, for the love of christ, does windows decide to update immediately after I pause updates for 5 weeks, and even after a disable the auto update service? The service reactivates itself! HOW? Two times now this week has windows decided to update randomly while I'm taking a break from my work and completely destroy everything I am working on. Is there really no way to disable, or even pause, updates that works? It is absolutely infuriating.
