How to raise a support ticket

When I try to raise a support ticket. I get hopped around Partner Center to Support Center and back, but am not able to create a ticket. Screenshot attached in this email. Screenshots attached

I am trying to resolve this error, "The package Lumina_App.msix is taking a long time to process. If this isn’t completed soon, try refreshing the page, or remove the package and then upload it again. If you continue to see this issue, contact support."

I wonder if there is a cheat-code to unlock new 'problem types' on partner center and be able to actually create this ticket.
