Word Pad has been removed with
24H2.
Paint is now an App, go to the Microsoft Store,
type Paint and then try opening it from there.
Or look under Settings, Apps, Installed Apps.
Mine is pinned on my Start Menu.

I can't open any .txt files that I had made with WordPad.
I can't open Wordpad.
I can't open Paint.
I keep receiving the message "Unable to create new document".
I've tried all the steps as suggested on Google.
Uninstalling then Reinstalling.
Running the Paint.exe file it said "Paint is already installed" even though it is not (it does have a file location if I search it up and open file location, but it's not available for me to search and uninstall via settings > apps).
Using the CMD DMS whatever.. It says something like "elevated permissions required".
