Why do you keep allowing the harassment of my Profile picture

This is about the fourth time I’ve had to reach out regarding the harassment involving my profile picture. It’s becoming ridiculous that every few days I have to contact you because my profile picture is taken down, reviewed, reinstated, then flagged again for violation—only for it to be restored after I appeal.
Why can’t you block the same individual from repeatedly reporting the picture? This has gone beyond harassment and has turned into bullying. Can i ask, when will this stop?
