    Currently, OneNote does not offer built-in support for embedding fully interactive Power BI reports unless the report is made publicly accessible.

    Here are some steps you can try to achieve this:

    1. Publish the Report to the Web (Public)
    • In Power BI Service (powerbi.com), open the report you want to embed.
    • Navigate to File > Embed Report > Publish to Web (public).
    • Confirm the warning that anyone with the link will be able to view the report.
    • Copy the generated embed link.
    1. Insert the Link into OneNote
    • Open OneNote (either web or desktop version).
    • Paste the copied link into your page and press Enter.
    • OneNote will show a Power BI placeholder with a refresh button. Click the button to load the interactive report.

    The web notebook doesn’t spin up the PowerBI runtime it needs… the page just stays flat, no embed pipeline ever starts. so we usually leave a tiny link there and let the report open in a real PowerBI surface where the auth + visuals can actually breath.
