Cisco Meraki connection to Azure RADIUS server randomly gets dropped

We have two Azure VMs running Windows Server 2019 (Version 1809, build 17763.7919) and Windows Server 2022 (Version 21H2, build 20348.4297), each running a RADIUS server.
We also have Meraki sites that rely on these RADIUS servers for user authentication. This setup has been stable for a long time. However, a few weeks ago two of the sites began experiencing intermittent RADIUS failures. All other sites continue to operate normally.
At the two affected sites, connectivity to the Azure RADIUS servers intermittently fails, even though ping and traceroute remain stable. When we deployed local RADIUS servers (Windows Server 2022 with the same build and identical configuration), authentication works reliably with no drops.
Could you help us understand what might cause RADIUS communication to intermittently fail only for these two sites when using Azure-hosted RADIUS servers? Thank you.

Could you please provide more details regarding this issue? Are you attempting to authenticate using Primary Authentication, or is Secondary Authentication still failing?
Please confirm the following:
Is Primary Authentication working? If not, let us know the symptoms or any error messages.
