Instructions to activate Extended Security Updates for Windows 10 are not correct or not working

(Could not find the best appropriate tags - hopefully you can direct this request to someone who is knowledgeable on this issue.)

Instructions to activate Extended Security Updates for Windows 10 direct me to my admin center products page and the "volume licensing" tab which does not exist. The ESU product keys are on the page, but there is no volume licensing tab which is supposed to provide me with the MAK which I need to get through the activation.
