Can not get latest test firmware via windows update

Here is our target firmware:

We want to check why we can not get test firmware windows update.

I've submitted our drvier with "Test Registry Key" And we also set registry key to "TargetRing"="Drivers" on test unit

But the test unit can't get the test firmware after we press "Windows Update check".

-we've checked CHID is correct and same as old firmware

-we've checked system firmware version is less than target firmware.

-We downloaded the sign firmwre from websit (https://partner.microsoft.com/en-us/dashboard/hardware/driver/14123845310334204) and the firmware can update successful.
