Setting up SharePoint AI Agents and Pay-As-You-Go access for selected users in an enterprise environment

Hi everyone,

We’re looking into setting up SharePoint AI Agents (Copilot agents) on selected SharePoint sites within our organization.

Our goals are:

• To control exactly which employees can create or use AI agents on specific SharePoint sites.
• To enable Pay-As-You-Go billing (e.g., through Azure) only for selected users, so that we don’t need to assign a full Microsoft 365 Copilot license to an entire department when only a few people need access.

In short, we want to stay in control of:

• Who can create AI agents
• Who can use them
• And how costs are managed per user or per site

Is this possible with the current SharePoint / Copilot setup?

And if so, what’s the recommended way to configure it (permissions, licensing, or billing setup)?
