Managed Application Deployment Succeeds but No Resources Are Created

We have published a Managed Application in the Azure Marketplace. When deploying this application from another tenant, the deployment completes successfully without any errors. However, after deployment, no resources are created under the specified Resource Group, and no activity seems to take place.

We have verified that:

The deployment status shows as Succeeded in the portal.

The Resource Group remains empty after deployment.

The Managed Application definition and package were successfully published in the Marketplace.

Expected Behavior: Upon successful deployment, the defined resources from the managed application template should be created under the customer’s Resource Group.

Request: Please help us identify why the resources are not being created despite a successful deployment, and guide us on any configuration or publishing issues that could cause this behavior.
