Copilot Studio Agent not updating on teams and is significantly worse

When publishing my copilot studio agent to Microsoft teams it does not seem to update with new changes for all users. It is also significantly less "smart" as the test chat in copilot studio. Wondering what can be done to fix this. Please do not give me a copilot answer I have already asked copilot
