I only got the dark mode experience in File Explorer. You will now see a consistent dark mode experience in the Folder Options dialog. The others, I have not received what Microsoft has announced. Are they still slowly rolling out? have not received: We’ve made improvements to the dark mode experience in File Explorer starting with key actions like copy, move, and delete dialogs, as well as the run dialog.

Most of new features are released gradually.

So, have you received the dark mode as announced? Seems like it will take some time to roll out the features.
