Can SQL Server Developer Edition Be Used for UAT with Real Data and Customer Participation?

Hi everyone,

I’d like to clarify the licensing terms for SQL Server Developer Edition in a UAT (User Acceptance Testing) environment.

In our case, we use real production data on a UAT server to perform data calculations and logic testing. The UAT server is not used for actual production workloads, and does not serve real users in a live environment.

However, during the UAT phase, our customer is involved in testing the system to validate functionality and business logic before deployment.

Given this setup, is it compliant to use SQL Server Developer Edition for this UAT environment?

Any official documentation or guidance from Microsoft would be greatly appreciated.

SQL Server Developer Edition cannot be used in a UAT environment that involves real production data and customer participation. Microsoft’s licensing terms restrict Developer Edition to non-production use by internal users only, such as development and internal testing.

Because your UAT setup includes:

Real production data, and

Customer involvement to validate functionality

it’s considered production-like, and therefore not compliant with Developer Edition licensing.

To stay compliant, you’ll need to license SQL Server under a production-eligible model such as Standard or Enterprise Edition with Software Assurance, or via SPLA if hosting.

Hello ,

I'm looking for clarification regarding the use of SQL Server Developer Edition in a UAT (User Acceptance Testing) environment.

In our case, we don't use actual production data; all data is synthetic or anonymized. However, during the UAT phase, our customers actively participate in system testing to verify functionality and workflows before deployment.

The UAT server is not used for production workloads and does not serve active users.

With this setting, will it be impossible to use the dev license as well?

Beware that this is a technical forum, and you are asking a legal question. You cannot get authoritative answers in this forum. Particularly, no one here wants to say "yeah, it will work fine", only to send you in trouble if you are license-audited.

If that does not answer your question, I would recommend that you contact your local Microsoft office. or call 1-800-426-9400, Monday through Friday, 6:00 A.M. to 6:00 P.M. to speak directly to a Microsoft licensing specialist.

My gut feeling is the same as Lakshmi's: since you have external customers on board, you are disqualified from using Developer Edition.

Inside the licensing guide developer edition is allowed to "gather feedback and user acceptance testing", so it should be proper to use it like that. But as has been said, licensing scenarios should be discussed with licensing people at Microsoft to ensure compliance.
