How do I fix access denied to Age Ratings in App submission

After accepting App Developer agreement 8.10, I no longer have access to the Age Rating page. Error Access denied

I'm having the same issue. I'm not sure if it's related to the agreement, but I created a developer account yesterday, and it let me do everything for my app submission, except the age rating page is restricted, which of course blocks the whole thing. I have been hopelessly wandering this needlessly complex ecosystem trying to figure out what I'm supposed to do while I wait on support. I hope it's a bug and not actually this obtuse.
