Why is a valid Domain Name Registration Certificate rejected in case of a same Registrar and Registrant?

We're working to join the Hardware Developer Program since ~November 2024, which mean nearly a year til now. The process is really cumbersome since the portal got error repeatedly with unknown reasons. However, we tried to collaborate with Microsoft to fix the problem by keeping a large conversation back and forth to send records of errors, communicating about the issues, etc, mostly related to the Identification Verification process. And now when it's finally done with a dozen of re-upload attempts for Microsoft to identify the fault, now it seems like they're rejecting us because we cannot provide the "Domain Registration Receipt" as their requirement.

To be more detailed,

• Our business is a trusted corporation in Vietnam. We're recognized as a valid registrar by VNNIC, which is the registry
• We registered a valid domain to ourselves since we're a registrar. So we become a registrant of ourselves.
• Because of this, we have a domain registration certification from the registry, but a receipt is not exported since this is an internal billing

Microsoft required us to provide Copy of original paid domain registration receipt from the registrar that includes the domain name, the owner of the domain, the date it was registered, duration of registration, and the name of the registrar, which of course we don't have with the reason above. We sent our valid domain registration certification, with fully required information included, and explained the situation to Lorenzo, who was actively tried to connect us with the Verification team. He forwarded our message to the team 2 times and it's been 2 weeks up to now, we didn't receive any response although I've sent multiple reminding email. I've also asked to provide other proofs for our business but they replied us with silence.

2 questions here:

• Why is the domain registration certification is not recognized although it has all of the required information? What other documents can we provide to replace the need of this receipt?
• Why is Microsoft making it difficult for companies to join the programs?

I know that it's not only us but many companies are facing the same problem. On our case, we even had to cancel 2 big contracts last April just because our drivers were not signed properly. This really holds other parties to contribute to the development of the Microsoft Partner Ecosystem. Microsoft should just do like Apple - let people join, but make it strict on validating the products published to the store. A valid registration doesn't mean that they would surely make a non-vulnerable product - and we all know that no product is flawless.

It's not only I'm frustrated about the process but also the Board of the company are putting pressure on our department since the process is getting way too long and it has had a negative impact on our business as I explained above. I asked the Vetting team to push the process repeatedly on the period of Feb-April but they seemed to have no rush on it.

Now when we're trying to finish the unclosed work even when something on our side are broken only because of this, what we received is silence. We actively mailed them just to keep them notified that we're working even though there were just little update on our side, and it's really unreasonable to being treated like this.
