Hi Colston, thanks for posting here in the Microsoft community, yes, disabling the three toggles under Settings > Personalization > Start only hides the actual content, but not the placeholder text. Unfortunately, Microsoft hasn't provided a native way to completely remove that section.
You might try using third-party Start menu customizers like Start11 or Open-Shell to regain full control.
To better understand, are you aiming to completely remove the section for aesthetic reasons, or is it causing performance or usability issues on your system?
