Unable to publish shipping label for new driver submission

We have submitted a new driver to MS partner center and get approve. The page show unable to publish shipping label for new driver when we try to publish shipping label. We have shared same label name with our vendor before. Is it required to expire the old driver before share a new driver?
If yes, how can we expire the old driver? I try to expire for shipping label of old driver but didn't work.
