Based on the issue description, the symptom seems to be involving Multi-Factor Authentication (MFA) and account access recovery. Since you have the username and password but can not access the Microsoft Authenticator app, you are locked out of the account holding your software licenses. you can try the following suggestions.
1.Try Restoring the Authenticator App from Cloud Backup. (If you ever enabled it.)
- Installing Microsoft Authenticator on your phone, open the app and use the “Restore from backup / Begin recovery” flow before you try to sign in to other accounts on that device. That might recover the account registrations so you will probably get codes/approvals again.

2.Using Microsoft’s Account Recovery Form.
- Go to https://account.live.com/acsr and complete the recovery form. Use a working email you can access (they will contact you there) and provide as much detail as possible: previous passwords, approximate account creation date, subscription/product keys, vendor order numbers, devices connected to the account, billing addresses, etc. The more accurate the better.

3.Contact Microsoft Support.
- Using Microsoft Support → Get Help and choose account/billing or business support. Since this involves business licenses (Windows Server + SQL Server) which generally have dedicated support or different recovery paths (particularly if the license was bought via a reseller/Partner). Be ready to provide proof of purchase (invoice, license keys, vendor details).
