Can cross forest Domain Controller certificates be issued using CEP/CES?

don't even have a good category for ADCS.
Domain Controller template does no show up using CEP policy on cross-forest ADCS.
Systems have permissions to READ and ENROLL.
There is a 2-way trust between forests.
Template is hosted on CA that CES is using.
Other certificate templates are available.
CEP/CES enrollment is working for other certificate templates.
Is there somethin about a Domain Controller certificate that will not be availble for Enrollment using CEP/CES?
