Recently, after some system updates, when launching certain programs (e.g., Microsoft Notepad), a third keyboard layout (Ukrainian) is automatically added and does not disappear after closing the program. My system interface is Ukrainian. I also installed two language packs (Ukrainian and Polish). I have two keyboard layouts installed (Polish programming and Ukrainian extended), which are the default layouts in these language packs.
Adding a regular truncated Ukrainian layout to this makes no sense. It's just annoying. To remove this additional layout, you need to go to the language pack settings, install it and remove it again, or restart your PC. This is not an effective solution, because this layout reappears again when you open Notepad.

@Артем КорніяшAt the moment you can't download fixed Notepad version, but it's already released to insiders in Release Previre channel so you can assume it will be almost ready to be released to public versions as well.
Microsoft may release optional preview of next Cumulative Update later this month and next Cumulative Update will be releaed Patch Tuesday 11th of November. Let's hope at least then we get fixed Notepad to eliminate that unnoing bug.
This bug is related to Notepad version 11.2507.26.0 which was released on August. Microsoft have already fixed that issue in version 11.2508.28.0 which is already released to insiders for testing before release to public Windows 11.

Is there any information about when this update will be released for everyone? I'm not sure if the insider program is a bit unstable compared to the release.
No, there isn't any information when this is released to public versions and I don't recommend to use insider previews just for this bug. Just wait for release of new Notepad version.
I tested those given "workarounds" about month ago and as you tested as well those don't work on this "phantom keyboard layout" issue. And don't worry about missing gpedit. Those given options doesn't exist in Windows 11 Pro 25H2 group policy editor.
Is there any way to download the updated version of Notepad separately?

That version (11.2507.26.0) shown in that screenshot is the one that cauced that issue with keyboard layout. At the moment fixed version isn't available in Store.
