Can't connect to VM after deactiviation and reactivation
I can't connect to VM with RDP or web. Service was interrupted and deactivated, and it's been reactivated. The VM shows running status. The NSG has the right rules in it (they've always worked, and I'm connecting from an allowed IP range).

2025-10-18T03:02:43.5566667+00:00 Hello @BayState CCCIMS
Could you please answer our below queries to understand more about the issue.
- Does the VM agent status shows ready?
- Are you trying to connect using local admin credentials or using Entra credentials?
- Can you please share us the error what you see while trying to RDP to the VM?
- Have you already attempted actions like Restart, Redeploy, or Stop and Start from the portal ? If so, did you observe any change in behavior?
- Are you able to access the Serial Console for the VM?
- Can you share a screenshot or details from Boot Diagnostics (if enabled)? This could help us determine if the OS is booting properly.

2025-10-18T10:51:52.75+00:00 VM is running.
Agent status is "not ready"
Local admin credentials for RDP. RDP never makes a connection, it times out.
Yes, restart, stop, start from portal. No change. This was triggered when Azure deactivated. It's been reactivated, but now we can't connect. This happened before and Azure techs fixed it. IT's also a fairly common problem according to an Azure sales agent I chatted with last night (who said this happens during deactiviation).
I can get the serial console, and I followed the instructions about the network interface card. It didn't make a difference.
The boot screenshot is blank. Here's the serial log:
