VMM 2025 ignoring placement rules

Hi,

we recently upgraded VMM 2022 UR3 to VMM 2025 and since then the placement rule we have in place is being ignored. The rule is simple:

RuleType : ShouldMatch

CustomPropertyName : Custom10

This was to ensure that VMs deployed from a template are deployed to a certain host that has this custom attribute set (the VM template has the same). This worked fine in 2022, but is ignored in 2025 and VMs are deployed to any host in the cloud.

I've tried deleting and recreating the rule, also checking the VM template and host group properties, to no avail. When I manually check the hosts' ratings, it even states it is violating the rule, yet the VM is placed on the host with highest rating (or couple of them) instead of the correct one.
