Locked out of Azure Admin Account. Can't access MFA for Codes

I recently setup a trial of Azure and somehow lost access to Microsoft Authenticator's MFA codes. I restored from a backup which worked fine for most of the accounts in Microsoft Authenticator but not the Microsoft accounts.
When I try to choose "I don't have access to Microsoft Authenticator" it only gives another Authenticator option. I don't see any recovery email or text message recovery options.
What should I do? I've tried submitting a support ticket like 50 times and it keeps throwing errors at me.

The issue pertains to a tenant lockout, where no other global admin in the tenant has the necessary permissions to re-register MFA.

- Contact phone number (including country code)
- Email address (affected account)
- Country
- Time zone
- Tenant domain name (e.g., contoso.onmicrosoft.com or verified custom domain)
- Tenant ID
- Azure subscription ID or billing information associated with the tenant (this helps confirm ownership)
- Locale
Once we receive this information, we will forward it to Microsoft’s Data Protection Team for further assistance.
