Unable to Log into Azure Portal; Receive Error Message

I have an account with Microsoft for access to Azure and when I tried to log in today, I got an error message "Error message: AADSTS5000225: This tenant has been blocked due to inactivity. To learn more about ..."
How do I solve this? Also, Microsoft billed me as recently as October 9th (6 days ago) so how do I fix this?

The error you received (AADSTS5000225) means your tenant has been marked as inactive. This can happen even if billing occurred recently. When a tenant is inactive for a long time, Microsoft applies a login block. If the block lasts more than 20 days, the tenant may be permanently deleted.
Tenant inaccessible due to inactivity
If the block has been in place for less than 20 days, we may be able to restore access. Please provide the following via private message:
- Tenant ID
- Correlation ID from the login failure
- Timestamp of the failure
- Business impact and reason for restoring the tenant
