As I understand you have two different VNET one in each region and you wish to connect both of them. VNET's have IP overlapping.
- The one option is using Virtual Network Gateway (VPN gateway) with NAT Feature. https://learn.microsoft.com/en-us/azure/vpn-gateway/nat-overview
- You can do the same with any Third-party Virtual Appliance (NVA). However, with Azure Native product like VPN gateway you get many benefits.
- To some extent Azure Private Link can help you, but you need to check explore the suitability of it.
