Copilot Studio isn't priced per user for agent runtime — it's consumption-based, metered in Copilot Credits
(renamed from "messages" on Sept 1, 2025). The cost models:
- Standalone Copilot Studio tenant license: ~$200/tenant/month, including 25,000 Copilot Credits/month (pooled across the tenant).
- Pay-as-you-go: $0.01 per Copilot Credit billed to a linked Azure subscription, no upfront commitment. A regular
response = 1 credit; a generative-AI answer over your data = 2 credits (and complex orchestration costs more).
- Prepaid capacity packs / prepurchase (CCCUs) are also available.
Regarding your actual question — you can't cap spend per individual user. Consumption is scoped to the tenant and, for
pay-as-you-go, to the Power Platform environment linked via a billing policy. So the practical way to control cost is
to segment agents into specific environments and attach billing policies / capacity allocation per environment, rather

to forecast credit consumption before deploying.
