Hello! There were problems with windows in version 11, not in system applications such as Telegram and Discord, Spotify. I'll try to attach a video on Google Drive. It's hard to explain in words) I've tried a lot of things, nothing helps, please help!
In short, when you open windows by their edges, Windows behaves extremely strangely, as if it's frozen. I literally reinstalled it today.

Based on your video, I believe that your issue is with the rendering of the apps when you expand or minimize it. The rendering depends on the design of the app, so it will vary. And stretching the apps at high speed might cause the rendering to be slow. Could you please try again but at a lower speed to see if the issue persists?If waiting for your reply on this so we can work together in resolving the issue.

In this case, since you have reinstalled Windows a few times. And the issue still persists, so the issue might come from the rendering of the apps, which is app related. Or some issue in the hardware, which OS cannot touch. In this case, you could try to see if there are any issue with them first.

Reinstall Windows have already replaced any corrupted system files and reset the system settings to default. So, if the situation is OS related, it should have already been fix. You can also perform a clean install if needed, however, it will erase all data on the machine. If you want to proceed, I suggest you back up all important data.
Reinstalling the OS are unable to fix issue that related to the part that the OS itself doesn't monitor like the hardware, BIOS and apps design...
You can still do a memory diagnostic to see if this has anything to do with RAM or virtual memory. You can do so by typing "Windows Memory Diagnostic" and press Enter.
