How to export subset of users from on-site AD to Entra ID

We have a hybrid environment using Entra Connect to sync AD users to Entra ID. I want to migrate users in some OU's to cloud and stop syncing them altogether, while also keeping users in other OU's synced.
I've tried stopping the sync for certain OU's, but that leads to the users being deleted from Entra ID. I don't want to migrate all users to cloud-only at this point, and I can't stop the sync for 72 hours.
