MSSQL and Windows 11

We purchased the partner core which was proposed as the alternative for our Action Pack. However, we have lost significant license subscriptions of on-prem services such as MSSQL and Windows 11 licenses. This has impact on our existing SQL server and Workstation licenses. I have additionally identified 15 licenses for Windows 11 as part of M365 subscription. I would like to enquire the following from Microsoft billing,

1. If we could get licenses for MSSQL and Windows 11.
2. If the existing M365 Windows11 license could be converted to a Multi activation key instead of activating them separately.
