Azure AD B2C not exhibiting inconsistent page layout behaviour

We note that in version 2.1.10 of the unifiedssp page there was a breaking change where scripts are no longer permitted in the <body>. We are currently using version 2.1.24 however we are seeing inconsistent behaviour between tenants.
We have done some debugging and can see that in the response returned from the /authorize endpoint the page layout version appears to match the configured version as the following is in the javascript: version: "UnifiedSSP-2.1.24", however there appears to be differences in the javascript rendered between tenants. Is there a condition that could result in this inconsistency?
