This issue indicates a subscription-level restriction (permissions, resource provider, policy, region/SKU allowlists, or offer limits)
To fix the issue
- Verify access
- Ensure at least Contributor at the target resource group scope (least privilege).
- Confirm provider registration
- Register Microsoft.Web for the subscription.
- Retry with a minimal, allowed configuration
- Create a small plan like
B1orS1in a known-good region from your org’s standards catalog.

- This could a transient issue on the Azure platform
- Retry the deployment of the Web app and the issue will be fixed.
- Log out of your Azure account and Log in again via Incognito Window Chrome or InPrivate Tab Edge, And try the deployment of Fresh Web app again.

I am unable to create a Function App on a Consumption Plan. Deployment only works when I select a paid App Service Plan (B1/S1, etc.). In Consumption mode, the portal still requires an App Service Plan and the deployment fails.
Could you please check why Consumption Plan is not available for my subscription/region, and why it only works with a paid App Service Plan? region - West Europe

Because Some subscription types (e.g., free trial, certain CSP plans, Azure Pass) may not allow creating consumption-based serverless plan function apps.
If your subscription has reached the maximum number of serverless App Service plans for your region, you will see this error.

To remove above error please follow below instructions:
Go to Azure Portal > Subscriptions > Usage + quotas.- Ensure you haven't reached the App Service Plan or related resource limits.
- If limits are reached, request a quota increase via Azure Support.
