A qucik fix is to re-enable telemetry.
By the way, Insider Program requires "Optional Diagnostic Data" to be enabled.
Go to Settings > Privacy & Security > Diagnostics & Feedback
Enable "Send Optional Diagnostic Data"
Restart and try again.

Got a problem with another PC in the house, was on RP 25H2
For some reason the Insider settings are screwed up and I'm not able to get into the Insider programme I click Get started, then Link an account Click on the account name, then Continue I get the 1 of 4 window with the Agreement links, click Continue That's as far as I get, it's stuck in a loop at that window
Did a clean install of 26200.5704 and the problem is still there

Have you tried deleting this Registry key:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\WindowsSelfHost
and reboot the PC.
