Here is a rough idea on how to achieve that:
- Go to the official Microsoft PowerToys GitHub page: https://github.com/microsoft/PowerToys/releases
- Download the latest
.exeinstaller under Assets (PowerToysSetup-<version>.exe). - Run the installer and complete setup.
- After installation, open PowerToys from Start Menu.
- In the left panel, expand Windowing > click Always on Top.
- Toggle the switch to On.
- Note the default shortcut: Win + Ctrl + T to pin/unpin any window on top.
- Select the todo app Window and press the shortcut to PIN it.
