API response 401 with Full access PAT

I am writing a Python script and I need RW access to the Work Items. I created a PAT with full access and using it in the Authorization header but I am still recieving an error 401. Is this API protected behind a different auth method or a policy from my organisation?

I solved this issue by changing the url to:

https://belldevops.txt.textron.com/{organization}/_apis/wit/workitems/3949?api-version=7.1-preview.3

and the call to

requests.get(url, auth=HTTPBasicAuth('', pat))
