Connection was denied because Deny Public Network Access is set to Yes. For more information

I have functionapps and app services in one subnet mask and sql with private link in other subnet mask. But they are in same vnet. The app services and some functions app can connect to azure sql db when I disable public access in azure sql db. But some function apps cannot connect to azure sql db when I disable public access in azure sql db. This issue happens on prod environment

I deployed them to other environment with same configuration. And they are work well.

I checked the Outbound networking in networking tab for the incorrect function app compare to the other apps, they are same.
