Unable to log in with Admin account login error 39928

Good day team.

Firstly, I am really frustrated in Microsoft support, it's been 4 months and I can't seem to find the channel for my issue. I called the Microsoft support line directly, there they transferred me from one agent to another which I had to repeat my issue over and over again. I received a ticket number Case 2509110040003511 which they promised would be sorted out in the next 24 hours. It's really not a major issue I don't understand why it's taking so long.

Basically what is happening is I receive an error: 399287 if I try to log into my admin account when trying to send the SMS for MFA. I only have SMS setup for MFA, I do not have any other method set up, I am the only admin on this tenant, there is no other admin on this tenant. I have tried changing the password and resetting the account, does not affect any MFA settings. I can not log into any Microsoft system because of this. If support can contact me it would be appreciated, 4 months I have been struggling.

I called the number again today, a machine was trying to help me, why is there no option to speak to a human? These robots are dumb and don't have any manners, lol. This robot didn't even answer my question it rather gave me a URL to log into and follow support, I CAN NOT LOG IN ANYWHERE!! When I spoke to the agent the other day as well, I need to log into my account and try to remove my phone number, I CAN NOT LOG IN ANYWHERE!!
