Unable to submit Payment Assignment in Partner Center

When I try to create a Payout Assignment in Partner Center in the Manage Payment and Tax Profile screen there is only one option for the Tax profile which includes my Seller Number. I can select a completed Payment Profile for the Payment Profile Microsoft Corporation Sell Electronic Bank Transfer but I am prompted for a payment currency. Having supplied this, the Submit button remain disabled.

Many pages need to be reloaded when the site fails to load the page. Information is not saved, links are broken. So awful.
