Unable to Request Access for Access Package – Possible Microsoft Bug

Hello Microsoft Support Team,

We are experiencing an issue with Azure AD Entitlement Management where a user is unable to request access to an Access Package, even though all configurations appear correct.

Issue Summary

  • The user can view the Access Package and other packages in the catalog.
  • When attempting to request access, the “Select policy” screen is empty, and the Continue button is disabled.
  • This occurs even though:
    • The Access Package is active and published.
      • The policy is active and includes the user in the “Who can request” setting.
        • The request period is valid.
          • The user does not already have access or a pending request.

Steps Taken

  • Verified Access Package and policy configuration.
  • Confirmed user eligibility in the policy.
  • Checked request period and catalog visibility.
  • Tried different browsers and InPrivate mode.
  • Cleared cache and cookies.

Impact

  • The user cannot request access to required resources.
  • This appears to be a UI or backend bug in the Access Package request flow.
