I assume you are referring to Windows 11. Right click on the taskbar and select Taskbar Settings. In the Settings app scroll down to Taskbar behaviors and click it. Inside there is a checkbox to show the taskbar on all displays. Check that option.
I have multiple monitors and would like the task bar to show on both monitors

I have a Dell laptop with Windows 11. I have an old Dell monitor hooked up to it as a secondary monitor. Everything works fine, except I would like to see the task bar on both monitors and not just one of them. Is that possible, how?

Right-click the taskbar > Taskbar Settings > Expand Taskbar Behavior.
Check the option "Show my taskbar on all displays"
Under "When using multiple displays, show my taskbar apps on..." set it to All taskbars.-
