Company Portal "Problem contacting the service" for Apps/Updates tab - Consistent TCP RST after TLS Application Data

We are consistently encountering an intermittent "There was a problem contacting the service" error in the Microsoft Company Portal app when users attempt to access the "Apps" or "Downloads and Updates" tabs. Other tabs/pages within the Company Portal app (e.g., "Devices," "Home") function correctly, and device syncs typically complete successfully. The issue manifests as a spinning wheel for 1-2 minutes, followed by the specific error message: "There was a problem contacting the service. This may be due to loss of your Internet connection or a problem with the service."

This problem is not isolated to a single device or network. We observe it on multiple user devices (Windows 10/11) across various network environments, including:

Our corporate office network

Home Wi-Fi networks

Mobile data hotspots

Troubleshooting Steps Already Performed (and did NOT resolve the issue):

Reinstalled the Company Portal app on affected devices.

Performed system resets/reinstalls of Windows on some affected devices.

Confirmed that device time and time zone settings are accurate and set to automatically synchronize.

  • Verified basic network connectivity (ping, nslookup) to Microsoft endpoints (e.g., graph.microsoft.com, manage.microsoft.com). These basic tests usually pass.
