Windows 10 Start menu "a great app is on its way

Greetings!
I have a problem to which I'm unable to find a solution, I know that Windows 10 is coming to an end shortly, but I want to fix this problem. No matter how many times I reinstall the system the start menu always show the apps as download icons, and when I click on them it leeds me to the tips app. Is there a solution to this problem, I've tried everything, run sfc \scannow, reinstall all the store apps, added a new account. Is there a solution?

    That usually indicates the pre-installed apps on your system need to be updated.

    Open the Store app, then go to your library and check for all app updates in there.

    If that does not resolve the problem, click your Start Button, then just type winver and press Enter, please provide a screenshot of the resulting dialog box.

    I've already tries updating the apps but that didn' help.
