Recently Word on Ipad is having some issues:
I have already done these trouble shootings: updated my Ipad (maybe this was the cause of the problem because I didn't notice this issue until then), updated to latest Word, uninstalled and reinstalled word, offloaded word app from Ipad storage and reinstalled it, hard restarted my device. I use this app frequently so am very familiar with it. Also, I tried testing other writing tools such as OneNote and Ipad Notes app, but have not had this same issue.

It is good to hear that they are responding, but if they put their top people on the problem, I guarantee you it would be resolved quickly. The next time you hear from them, ask which level of development and support are involved. I know this game.
I did the troubleshooting for them. The problem is isolated to the CoPilot integration. I found a solution for the missing keystrokes. Go to Settings > Privacy Settings > disable Analyze Content. This will disable the CoPilot integration but it resolves the missing keystrokes issue. To use CoPilot, turn the option back on. This is inconvenient but for me it’s better than having the keystroke issue. It doesn’t resolve the scrolling issue, but that less of an issue for me.
This solution did the trick—though I did not turn CoPilot back on. I was being driven crazy by being unable to Scroll without it returning to the last position of my cursor. At least for the moment, things seem to be back where they were a few months ago. Keeping fingers crossed.
I spoke too soon—problem with scrolling returning to the last position of the cursor returned!!! Makes the program absolutely useless as a way to read through a long document.
Place the cursor at the end of a sentence or paragraph on the current page before scrolling. That will prevent the rollback. It’s crude, but will preserve your sanity.
