I need Project Plan 3 for a higher education institution. Could they buy a 3-year subscription and pay in advance? What other Microsoft software apart from Windows, would they need to buy?
Project Plan 3 also includes Project Web?
With Project Web, can one user update information of a project that was generated by another user?

No — the university does not need to have a Microsoft 365 subscription for you to be able to use Microsoft Project Plan 3. But a Microsoft account is necessary. It can be owned or provided by the university.

With Project for the web, one user can update project information created by another user, provided they have the necessary permissions.
