OneNote for Android - Working Offline - Sticky Notes can't sync your notes because your are signed out

I've opened a support ticket in O365 support, and they recommended I also open an in-app support request. I see the same question was posted here without a solution:

I bought a new Android phone. This issue did not occur on the old Android phone.

I have Outlook Notes but I am unable to see on the Home screen of OneNote for Android on the new device.

All that is on the home screen is the error message from the question linked above. The "Sign In" link does no actions. The strange thing is that my account is clearly signed in because my other OneNote notebooks are accessible via the Notebooks page. It's only the Sticky Notes that are missing from Exchange.

I've tried all the tips posted in the above article. I've also done a full factory device wipe and tried this on a base Android image (no device transfer performed).

There seems to be a bug at the very least in OneNote for Android since the warning message link is not functional.
