Excel - Permissions on this file were updated when opening a file.

Not needing help just posting a possible resolution for those who may get the same error. Referring to this previous message which is locked for comments:

In my file there were 2 linked worksheets (1 on Sharepoint and 1 local) and one or both of the linked files was broken (not sure why, perhaps I had removed/deleted). So all I did was break the links and reconnect them. Problem disappeared.

Hope this can help someone in the future.

Hi David.

I am not sure why clicking on the above link is not working. Try copy and paste... worked for me. Do you have a working link to the thread in your post? I get an error page "Thread Not Found". I have a couple of people with this issue after we migrated all file shared to SharePoint online. Our Finance office has Excel files linked to other Excel files and from your post, I suspect that may be the issue, but the message is repeated over and over. The director said she clicked "OK" 40 times to make it go away.

Today, I replicated the issue. I had a file where 1tab was linked to an external worksheet on Sharepoint. I deleted the tab and the next time the file was opened the same error occurred. In Workbook links the link was still appearing so I broke the link and the error disappeared. So it seems as though the Workbook link is not being removed when the linked reference is deleted.
