I spent over 2 hours troubleshooting this issue with an advocate in Office support (7*********0). He worked very hard to understand and resolve the issue.
We tried numerous resets: the network, uninstalling and reinstalling office, updating office, powering down, and restarting the computer. Nothing helped.
The issue occurs in approximately 20% of the values for a list of stocks and one date. It occurs in a similar percentage of dates for a single stock.
Ultimately we discovered that creating a new spreadsheet and typing or pasting the formula into an empty cell will not result in the #CONNECT! error. But this does not work in previously created spreadsheets.
Please check on this as soon as possible. This is a critical function for applying Excel to stock research.

I feel your pain. This issue has cost me several thousand $ in lost productivity. I switched over to a paid data service with an Excel add-in: Ycharts. The cost is around $250 a month but it is well worth it. STOCKHISTORY() was an amazing function while it worked. I hope they get the bugs figured out.
Spoke too fast. I am getting data for all stocks, but the dates are all wrong.
Well, as of 11:31 am US Central Time, it's working again... Fingers crossed.
I am currently requestin 10 years of monthly closes, so it's not a very large amount of data, and am still getting 90% errors...
Thankful it's not just me. I usually like 15 to 20 years worth of history, but with this current issue once I changed the period to under 100 it gives me data for all stocks. Although not useful in my spreadsheets it may benefit someone else on this thread.
