Issue with uploading VSTX file to Visio

For my class I have to use a template for Visio, and the file is a VSTX file. Whenever I upload that file it automatically just downloads, I have tried opening it in the app but it just opens up google and downloads it. I also tried uploading it into my OneDrive but it's the same.

Once Visio is installed, locate the VSTX file you wish to open, right-click on it, and select “Open with” > “Microsoft Visio”. Visio will launch and display the template’s contents. Alternatively, you can launch Visio first and go to “File” > “Open”, navigate to the VSTX file, and click “Open”.If you can't open this file, can I confirm where you downloaded the file template from, and if you downloaded it through a third-party website?
